Abstract
The Declining Stock video presented an argument that certain species of fish are nearing extinction due to over fishing. These fishes are unable to reproduce fast enough to sustain their species due to the advancing technology and the growing need of the human race. Commercial fishing creates more problems for other species of ocean creatures as well. A management and sustainment plan needs to be put into place to prevent these fishes from extinction and to help reduce the amount of bycatch as a result of commercial fishing.

Water Resource Plan Part A
The water resource problem in the video, Declining Fish Stock VLR, is the near extinction of many species of fish due to over fishing. The most recent ten year study conducted by fisheries biologists concluded that 90% of big fish have been pulled out of the ocean by fisherman. The environmentalists want to set limits as to where the commercial fisherman can fish, setting aside a wide, vast ocean that is untouchable, even though this would cause strain on many people who depend on the revenue that fishing provides. The fishermen want to solve this problem as well but do not believe that it has to be all or nothing.
Management and Sustainment Plan
This management and sustainment plan will benefit both side of this issue by addressing the concerns of the environmentalists and those of the fishermen.
Action Items (in correct order)
Form educational teams to educate groups of people and students about the types of fish that are caught responsibly by fishermen who are taking steps to reduce the amount of bycatch.
Create limitations on fish that are reported to be near extinction so that they are still available but not continuing to be over fished, and make it mandatory for commercial fishermen to use nets with large mesh to allow smaller fish to escape, and place pingers on the nets to warn dolphins to stay away.
