Waltz Reoccurrence Of War Commentary

In the quote, Waltz states, “The recurrence of war is explained by the structure of the international system”, however, based on lack of a centralized war, it is easier to argue various reasons that do not determine the recurrence of war.  

Just because we do not have a centralized government, does not assume that we as a nation will fail or lead in anarchy.   Waltz states, “The essential structural quality of the system is anarchy- the absence of a central monopoly of legitimate force”.   Although Waltz believes that anarchy is the international structure, anarchy is not chaos, rather a state not run by a central government.   This means that the state itself must provide for their own security, insisting peace is not an option because the state is always conscious about establishing strength in their security.   It’s obvious that an anarchy is not logical because chaos is inevitable without a leading system than a centralized or more organized government.   Without a centralized government, a state of anarchy is left fending for themselves under a state of no specific rules to follow.   Each state as an individual works together at a national level without it necessary to abide by an international level.   Just because there is no international level to refer to, does not mean that the national level is left in anarchy, rather the national level is able to make their own set of rules and regulations that they as a nation can abide by without the need of an international level.   Therefore, nations from their own stand point can determine their own rules they themselves abide by giving a less chance for the recurrence of war because of the control they have on their own nation.
