Abstract

The functions of the Human Resource Department are some of the most important in an organization today. The Human Resource management is concerned with enhancing the contributions of employees toward the effectiveness of the organization.¹ The Human Resource Department is the anchor to keeping the balance between the employees and management. Staffing procedures and performance evaluations are two of the most important responsibilities a Human Resource Director performs in the daily operations of their job. Staffing procedures are vital to all organizations to ensure the success of the organization. It is up to the individuals who are conducting the daily operations with internal and external customers to build lasting relationships and partnerships with their consumers/customers. It is the responsibility of the Human Resource Director to hire the most qualified individual to fill these roles.

Oakland Schools, one of 57 intermediate school districts (ISDs), was established in Michigan in 1962. ISDs are regional service agencies that offer support services to school personnel that are best delivered regionally, as measured by cost, size and quality advantages. Oakland Schools currently serves 28 local districts, and a growing number of public school academies. We currently have a staff of over 600 individuals in which 250 of these employees work under union contracts. Mark Hansen, Director, Human Resources of Oakland Schools is the individual I choose to interview and job shadow. I shadowed Mark for over a week and continued to learn through phone and email communication.
