Over-Fishing Of Large Ocean Dwelling Fish

The water resource problem that oceans face is the over-fishing of large ocean-dwelling fish, such as swordfish and tuna that are now nearing extinction. Finding a sustainment plan is not going to be an easy task. On one hand the commercial fisherman have used these fish as part of their livelihood and on the other hand the oceans must be sustained and extinction must be avoided for the future resource of these large ocean-dwelling fish. While watching the video showing the evidence of the oceans being over-fished and showing how that if the large ocean-dwelling fish keep getting fished the way it has been for the last 50 years. The video also talked about an ocean study that had been done for the past 10 years. The findings that were found were the proof needed that the oceans are being over-fished. The sustainment plan that scientists that conducted this study would like to see the ocean have areas that are restricted for the commercial fishermen by doing this the ocean will have time to restore the once plentiful oceans with some of the fish that are almost extinct.
Finding a solution to the problem is the key. What can possibly be done to make all parties involved happy with the decision? The first idea that came to mind would be to limit the amount of large ocean-dwelling fish that could be caught.

Next how this new law could be enforced? With fines to the fisherman if they caught more than the limit allotted for the day. The fines could be given by harbor master. Each commercial fishing boat could sign in the before the fishing boats left the harbor and sign back in when the boat came back in to harbor at the end of the run for the day. If the boat was out for more than a day the captain would have to keep a log of each fish caught and kept along with the date and time in which the fish was caught.
