In Bush’s State of the Union Address, he labels Iraq, Iran and North Korea as the “axis of evil”. North Korea, the newest member of the nuclear club has been blacklisted for its unpredictability. Bush describes North Korea as ‘a regime armed with missiles and weapons of mass destruction, while staving its citizens”. And he warns that states seeking weapons of mass destruction are a “grave and growing danger” to U.S. security and signals that U.S. will act preemptively to deal with such nations.
North Korea declared that they posses nuclear weapons. Subsequently ratifying the Nonproliferation Treaty but then withdrawing from it following U.S. allegations that it had started an illegal enriched uranium weapons program. Like a game of double dutch they have entered treaties declaring to do away with their nuclear weapons and allowing the inspection of their sites, and when faced with circumstances where they fell they are being unfairly treated, they back out of them and continue where they left off with their nuclear programs.
The fact is, today North Korea is a threat to U.S. security. We now know for sure that they posses nuclear power, have an extensive chemical weapons stockpile and a biological arsenal. They have even test fired two missiles, one of which was shot over Japan. The fact that they refuse to let inspectors on their sites to monitor what they are doing has the world on edge. North Korea has also undoubtedly spent a disproportionately large percentage of their GNP on building up their military, while their people suffer. Today they have the forth-largest army in the world, and it is estimated this entails 1.21 million men and women. In 2001 they spent 30 percent of the countries GNP on their military (over $5 billion). Economically, their seclusion is attributed to their philosophy “juche”, which emphasizes self- reliance and the belief that human beings are the makers of their own destiny.
