A bill to mandate that all CHS/CJHS students have the freedom to use a mobile phone in between classes, before school, at lunch, or permission by the teacher in class/free time. Only if it does not disturb anyone or classes in session.
The People of the State of Michigan Enact:
Section 1: This Bill shall apply to all CHS/CJHS student.
Section 2: Any male/female who attends CHS/CJHS is shall be defined as a student.
Section 3: Any student who owns a mobile phone can use the phone before 8:10 and any times between classes and at lunch or if a teacher gives a student to use the phone in class.
Section 4: If a teacher feels like a student is disturbing classes or the general public in the school. That teacher has the right to tell them to put the cell phone away or take the phone all together.
Section 5: This Bill shall go into effect the next school year after 2008.

Background/Problem
CHS/CJHS students don’t have the right/freedom to use a mobile phone when they need to. Everyone should have the privilege to talk to someone if it’s important or just need to talk to a friend/relative on a phone.
Benefits/Advantages
• Students have more rights to do as they please at lunch/free time. Students will be happier by this bill.
• If teachers allow students to use their cell phones on free time then students will feel more obligated to do their work.

• Students may disturb classes or interrupt teachers while giving a lesson.
