EDUCATION PROBLEM IN INDONESIA
Alfarian David Undana, Kupang

ABSTRACT
This paper aims to provide a snapshot of the quality of education in Indonesia which is in poor situation compared to some foreign countries. The causes that lead to low quality of education in Indonesia like problem on effectiveness, efficiency and standardization of teaching. Some of the solutions are provided in order to resolve this issue with the hope that the quality of education in Indonesia could be better in the future and be able to compete with other countries.

ABSTRAK
Tulisan ini bertujuan untuk memberikan gambaran tentang kualitas pendidikan di Indonesia yang sedang terpuruk dibandingkan dengan beberapa negara luar. Penyebab-penyebab yang mengakibatkan rendahnya mutu pendidikan di Indonesia seperti masalah efektifitas, efisiensi dan standardisasi pengajaran. Beberapa solusi diberikan guna menyelesaikan masalah ini dengan harapan kualitas pendidikan di Indonesia bisa lebih baik kedepannya dan mampu bersaing dengan negara-negara luar.

The quality of education in Indonesia is still in very low level of competition and relevance (Parawansa, 2001; Siskandar, 2003; Suyanto, 2001). Report of the United States Nations Development Program (UNDP) in 2005 revealed that the quality of education in Indonesia occupies position 110 out of 117 countries. According to the survey of Political and Economic Risk Consultant (PERC), the quality of education in Indonesia was ranked 12th out of 12 countries in Asia. The position of Indonesia is under Vietnam. Data reported on The World Economic Forum Sweden (2000), Indonesia has a low competitiveness, which ranks only 37th out of 57 countries surveyed in the world. And yet according to a survey by the same institution predicated Indonesia as a follower and not as a technology leader of the 53 countries in the world. UNDP and

    This endeavor sought the preparedness and effectiveness in classroom management and instruction of the combination and multi-grade teachers in the hinterlands of Talakag District II. An individual interview was conducted since qualitative method of research was employed. The findings of this paper serve as the bases for administrators to plan out some interventions that may help improve the quality of the combination and multi-grade education in the said district. It was found that the same teachers were unprepared to handle combination and multi-grade classes due to inadequate trainings/seminars attended and lack of exposure to the multi-grade teaching pedagogy during internship. Despite such predicament, majority of the population perceive to be effective in classroom management and instruction alike. However, inflicting corporal punishment and poor performance in the NAT negate their perception of being effective teachers in such complex classroom set up. Teachers who use their learners’ mother – tongue were found very effective since the former can connect to the latter’s cultural heritage; hence, language has not been a barrier. Amidst the hardships and struggles met in the hinterlands, these teachers are expected to render quality educational services.…

    In 2009 National Achievement Test conducted in the Philippines, it was discovered that the mean percentage scores of students in HEKASI is 58.7 %. The mean score is quite below the passing percentage of 75 %. There are several factors that can affect the learning of students and there must be reasons why students got low scores in the test. One reason that can affect the student learning according to Viray (2006): “Learning in any subject or grade level relies largely on two factors namely the teacher and the instructional materials. For effective teaching, the teacher should be equipped with the necessary supplementary materials”. Also according to Thomas and Swartout (1985) “Poor teaching is due to lack of skill in selecting and using teaching methods and materials.” By considering the observation of Viray, Thomas, and Swartout it can be inferred that the learning of students is affected by the instructional materials used by their teachers and poor performance may be due to insufficiency and/or in adequate used of supplementary materials. Some authorities also observed that teachers face different problems in teaching related to the used of instructional materials. Teachers of HEKASI are not exempted from this problem about unavailability of instructional materials. According to Custodio (1992) “teachers of HEKASI encountered numerous problems ranging from unfamiliarity of which strategies, techniques unavailability of audio-visual or teaching devices related to the mastery of the content.” From the…
