Introduction
Thesis Statement: Decentralization as process of dispersing of authority by the Government to provide the needs of the society.
I. General Consideration:
Philippine is an archipelago that makes travel and communication difficult, time-consuming and costly. Development is inequitable and stunted because there is difficulty in reaching and responding to the needs of remote areas.
Philippines had a long tradition of centralized government. It has been ruled from its national capital, Manila. It has been derisively referred to as “Imperial Manila” because of the excessive centralization. This results to inequitable development among the different regions.
II. Statement of the Problem: The researcher wants to know the answer to these following inquiries: A. What is the definition of Decentralization? B. What are the types and forms of Decentralization? C. What is Coordinative Communication? D. What is the situation of Decentralization in the Philippines? E. What are the challenges for Decentralization in the Philippines?
III. Objectives of the Problem: A. to inform the people about Decentralization B. to evaluate the situation of Decentralization in the Philippines C. to formulate the driving and restraining forces of Decentralization in the Philippines D. to discuss the history of Decentralization in the country E. to identify the challenges of Decentralization
IV. Importance of the Problem:
Decentralization seeks the increase power of the people and more localized units at the expense of the central government. Therefore, it is important that people are aware of this matter so that they will fully understand their freedom to participate in decision-making, to use judgment and freedom to act for the good of the community or even nation.
V. Definition of Terms:
1. Academe – any educational institution; a place of instruction 2. Accountability – an obligation or willingness to accept responsibility or to account for
