FOREWORD

Nepal has faced numerous challenges in governance matters at a crucial time in its history. Just as it needed to consolidate the democratic gains it has made over the years, various underlying conflicts   have manifested themselves and opened up deep wounds in the society. Political instability and weak governance have bred and given continuity to economic and social inequality, urban/rural disparity and marginalisation of minority politics making it a huge challenge for the political sector to handle.
