Purpose
The county’s web site is not secure outside the firewall and this is a must for e-commerce transactions as well as archival backups. The county also needs a site with a user-based system for allowing updates to the site. This is not easily achieved on static HTML sites. The site must also be more catered to customers with a standard theme throughout.
Tone
The tone is very straight forward and demanding while still informational. The write gives a lot of background and great detail about what’s required in a proposal for this job. If this had not been written by a government agency it is possible that there would be far less limitations (such as subcontracting some of the work).
Requirements
The awarded may not subcontract any part of the job at all and this must be in the contract.
The costs of the site may not exceed the amount awarded for the contact.
An oral presentation may be required for prospective contractors.
Submitting Requirements
Seven copies of the proposal must be submitted together.
Proposals received after the time indicated will not be accepted.
Verbal proposals are not considered in the accepting of the proposal.
Conclusion
The county’s needs are fairly clear as to the general needs but leaves a lot open for interpretation. They only specific the type of databases that should be used but no specific software sets. The requirements, however, are very concise. A creative developer that does not have a problem with the proposal writing requirements would easily submit one.
